Why 0x51 is Ctrl + Alt + Q ?

X and 0 is what ?

That's because otherwise it'd be 51 decimal, which (according to your table) corresponds to "3".

The '0x' says that what follows is a hex number. That's how many programming languages and scripts write hex numbers.
