I bought a "Level One USB Bluetooth adapter" which uses the "Bluetooth Stack for Windows by Toshiba".
I had the similarly problems as described in
TOSHIBA and administrator privileges - UPDATE
Bluetooth is unavailable
So what I did to get it working properly:
1) Open the Programs and Features under Control Panel and uninstall "Bluetooth Stack for Windows by Toshiba", which is currently installed, and then reboot your PC.
2) "Microsoft Windows Bluetooth Stack" will be installed automatically. Open the Control Panel and open "Bluetooth Device" to configure the settings (to display the Bluetooth icon to the task bar, open "Options" tab and enable "Show the Bluetooth icon in the notification area").
3) You don't need any buggy crappy Toshiba software.
I'm using my Salling Clicker for my Windows Media player and my wireless lamps with the TellStick plugin. Now able to sit on my porch and change tracks on my HTPC in the living room and dim up and down spotlights highlighting some plats in the garden
